Biden to sign executive order aiming to reduce gun violence, eliminate controversial gun conversion devices

The White House is expected to announce new actions to reduce gun violence, Fox News has learned.According to a senior administration official, President Biden is poised to sign an executive order that will address key priorities for combating firearms threats, including eliminating gun conversion devices and establishing an emerging firearms threats task force.The executive order will also aim to improve school-based active shooter drills to better prepare students for emergency situations.The executive order comes just days after the mass shooting in Birmingham, Alabama on Sept. 21 that left four dead and 17 wounded. It also comes as former President Trump has survived two attempted assassinations in recent months.HARRIS CAMPAIGN WON’T GIVE DETAILS ON TYPE OF GUN SHE OWNS, LAST TIME SHE WENT TO RANGEThe White House says firearm technology is rapidly evolving and Biden’s actions are aimed at reducing two key emerging threats: machine gun conversion devices and 3D printed firearms. GUN RIGHTS, GENDER TRANSITIONS, MEDICAL POT AMONG ISSUES SCOTUS WILL TACKLE THIS TERMThe senior administration official said conversion devices, those that aid in converting semi-automatic pistol into a fully automatic firearm, are already illegal under federal law but are continuing to be used in crime and recovered by law enforcement agencies across the country. The relatively new 3D printed firearms are built from computer code downloaded from the internet, making them widely available. They also lack serial numbers, which often help investigators trace firearms recovered at crime scenes. These 3D printed firearms can also be built with non-metal materials, making them undetectable by magnetometers used to secure airports, courthouses, and event spaces, the senior administration official said.Biden’s executive order will establish an emerging firearms threats task force consisting of leadership from various federal departments and agencies. It will be tasked with issuing a report within 90 days that includes an assessment of the threat posed by machine gun conversion devices and 3D printed firearms, the senior administration official said.The assessment will also include a review of federal agencies, operational and legal capacities to detect, intercept and seize these firearm and firearm components. Finally, it will direct the Secretary of Education, the Secretary of Homeland Security, the attorney general, the secretary of Health and Human Services, and the U.S. Surgeon General to develop and publish new active shooter drills. Nick Rojas contributed to this report.

FBI’s ‘flawed’ crime data highlighted by Chicago’s 118 ‘missing murders’: expert

A recent report by the FBI showed that violent crime dropped by around 3% in 2023 compared to the year before, with murders and non-negligent manslaughter falling nearly 12%.But a crime data expert tells Fox News Digital that these figures are not a true reflection of overall crime, but that’s because the FBI is working to create a more transparent and detailed reporting system.The issue of violent data has become a focal point in the 2024 presidential race, with former President Trump claiming during his debate with Vice President Harris that crime is « through the roof » under the Biden-Harris administration. Trump’s comments were « fact-checked » live by ABC News moderator David Muir who said the opposite was the case, citing FBI figures. Trump quipped back, labeling the FBI statistics as « defrauding statements. »The 2023 FBI report also showed rapes decreased more than 9% while aggravated assault decreased nearly 3%. Overall property crime decreased more than 2%, but motor vehicle theft shot up nearly 13%. WHO SUFFERS FROM DEFUNDING THE POLICE? THIS BLUE CITY HAS OVER 1,000 UNSOLVED MURDERSSean Kennedy, who specializes in law enforcement and crime data analysis, says that FBI figures are « riddled with errors » because it is trying to transition the nation’s more than 19,000 plus law enforcement agencies to use the FBI’s National Incident-Based Reporting System (NIBRS).NIBRS, which requires multiple data points for every offense, is a more detailed system of data measurement compared to systems police forces have traditionally used and therefore a more onerous one, Kennedy says. In 2021, the FBI mandated that all law enforcement agencies submit crime data via NIBRS but about 40% of agencies failed to do so for various reasons, mostly due to the burden it places on resources, Kennedy says. To increase participation, the FBI then relaxed the NIBRS requirement in 2022, allowing agencies to report via either the legacy system or NIBRS. The FBI says 73% of the agencies used NIBRS last year while 12% were using the older methods. The remainder did not submit any data. Kennedy says the FBI then uses estimates to make up that shortfall, and if NIBRS data is also submitted incompletely, the FBI uses other estimation methods to fill in the gaps. « All estimates are off inherently, they’re estimates and the FBI is now using estimates to get to a more accurate figure than the raw reporting totals, » Kennedy said. « But that doesn’t mean that they’re more wrong or less wrong. It just means that they’re still wrong. »It’s also difficult to compare previous years given the different ways the data is being submitted, he says. VIOLENT CRIMES HAVE INCREASED UNDER BIDEN-HARRIS ADMIN DESPITE DEMS’ DENIALS: EXPERTGoing through the data, Kennedy says he found dozens of cities where the homicide numbers are off by 20% from what the city itself reported.For example, the FBI report shows there were 499 homicides in Chicago in 2023, but the Chicago Police Department’s own figures reported 617 homicides. « That is 118 missing murders, » Kennedy says. « There’s mistakes, there’s missing data and all of that has to be assumed when you look at FBI numbers. » »It’s likely that the FBI received data for only part of the year, so the offense counts that they reported reflect either mislabeling by the FBI, where they made a mistake on the input side, or they had to extend out the analysis… where they’re guessing effectively what it would have been like in the rest of the year. » »So Chicago seems to have not given the FBI all the data because they couldn’t comply with the NIBRS burden and that’s a problem because the burden is so high that Chicago said ‘we’re not going to do it’ and then the FBI has to guess, » said Kennedy, who is the executive director of the Coalition for Law Order and Safety (CLOS), a nonprofit research group which studies and advocating for effective public safety policies. »NIBRS numbers aren’t better or worse per se. They are still flawed and those flaws are concerning. » The Chicago Police Department referred Fox News Digital to a January news release when asked for comment regarding the figures. The release summarized the department’s crime stats for 2023, which showed a 12.9% drop in homicides compared to 2022.The FBI says its only goal is to provide the public with the most accurate numbers possible, noting NIBRS was not an FBI creation but a system that was led by local and state law enforcement agencies that wanted to capture more rich data.The agency says that the crime data it received from law enforcement agencies last year covered 94.3% of the population.CNN PANEL CLASHES OVER WHETHER CRIME IS DOWN AFTER NEW FBI REPORT: ‘SO MUCH BETTER THAN IT USED TO BE' »We do have a very robust system here to capture the vast majority of collection of data, but regardless of that there’s no 100% granularity, » one of the officials said.Additionally, the officials said that every agency with at least one million people in its jurisdiction provided a full year of data to the FBI, according to the report. »So what that means is that anyone claiming that because of the NIBRS transition and agencies who were unable to transition, that we are somehow lacking information in our crime trends is completely false because we have data that is not only in NIBRS, but also has been provided through that summary system that’s been around for decades. » »We’re not at 100%, but we are consistently talking to law enforcement agencies and working with law enforcement agencies to transition to NIBRS. »To ascertain the crime rate among the entire U.S. population, given the 5.7% population coverage shortfall, the officials say the bureau uses an extrapolation process based on the submitted data.  « There is a statistical process applied to that 85% of agencies … to that reported data in order to make it a true national representation, » the official said. The bureau says it’s also working to be in a situation where it can release the data to the public sooner, and every month. »We want to make sure that we’re providing this information as quickly and accurately as possible for whoever might need it, for whatever purpose, » an official said. « We have no agenda except for just to make sure that we’re sending the message to the nation about what that crime looks like across the country. » Kennedy says that local police departments need to be incentivized as well as face consequences for noncompliance. « There are federal and local and state grants that are going to these departments, so we need to give them the resources to comply. » Kennedy says NIBRS was a great example of where a good idea was imposed from the top and made mandatory without proper consultation and working closely with local authorities to find out if compliance was possible. « And we found out the hard way it wasn’t and that means that the 2021 data is almost useless. It’s all a guess and just riddled with errors. And so, we really don’t know how bad it was in 2021 because of that mandatory compliance. » »But to be fair to everybody in the process they’re trying their best. And what’s most valuable here is the fact that I can find out that the Chicago number doesn’t match … is a testament to increasing transparency in crime data. This conversation could not have been had at a national level 20 years ago, let alone 50 years ago, we would only be guessing. Right now, we’re arguing over methodology and data inputs. »

More than half of Americans with STDs were infected by cheating partners, survey finds

Experts preview Vance-Walz debate, say usually ‘forgettable’ VP bout ‘might be different’ this time

Next week’s highly anticipated vice presidential debate between Republican Ohio Sen. JD Vance and Democrat Minnesota Gov. Secret Service agent accused of sexually assaulting Harris campaign staffer: report

The U.S. Secret Service (USSS) is investigating an agent accused of sexually assaulting a staffer working on Vice President Harris’ presidential campaign.Real Clear Politics first reported the allegations Wednesday. According to four USSS sources, the incident took place last week in Wisconsin.According to the report, several USSS agents and Harris campaign staffers were in Green Bay to work on security measures for an upcoming rally. The campaign event in Green Bay ended up not taking place, and the campaign switched the rally location to Atlanta, Georgia, after holding a rally in Madison, Wisconsin, on Friday.The staffers and agents later drank at a local restaurant after finishing up their work for the day. A federal judge approved Norfolk Southern’s $600 million class-action settlement offer, more than a year after the devastating East Palestine, Ohio derailment.Judge Benita Pearson approved the class-action settlements and a 27% fee for attorneys, overruling all objections.The $600 million, to be paid by Norfolk Southern, will compensate households and businesses within a 20-mile radius of the accident that submitted claims.The lawsuit had roughly 55,000 claims filed, with just 370 households and 47 businesses opting out.POLITICIANS REACT TO BIDEN VISITING EAST PALESTINE AFTER 1 YEAR: ‘TOO LITTLE TOO LATE’The only objections were from residents concerned that the settlement was rushed before individuals knew the extent of the potential health effects following the catastrophic Feb. 2023 train derailment. »These attorneys were bullying people and telling them they were never going to get any money if they didn’t take this. People felt backed into a corner, » resident Jami Wallace said.In August, a group of residents and attorneys unsuccessfully petitioned Judge Pearson for more time to evaluate the settlement, arguing that the long-term effects of the disaster remain to be seen.As part of the settlement, any aid residents received from the railroad will be deducted from their final payments. OceanGate CEO knew Titan submersible venture would end in disaster, friend testifies

Stockton Rush, the OceanGate co-founder and CEO behind the doomed Titan submersible, knew it would eventually kill him but kept his venture moving forward because he knew he wouldn’t be held accountable, his friend told authorities this week. Karl Stanley, of the Honduras-based Roatan Institute of Deepsea Exploration, testified Tuesday before a U.S. Coast Guard panel conducting an inquiry into the June 2023 vessel implosion. The disaster happened as the vessel was on its way to the Titanic site. New York resident dies from mosquito-borne disease as experts warn of widening risk

New York has reported the state’s first death from Eastern equine encephalitis (EEE), a disease that spreads through bites from mosquitoes.The patient was the first person to contract EEE in New York since 2015, according to a press release issued by the state on Monday. »Keeping New Yorkers safe is my top priority, » Governor Hochul said in a statement.WHAT IS EEE, THE MOSQUITO-BORNE DISEASE THAT KILLED A NEW HAMPSHIRE MAN? »Following the first confirmed human case of EEE, my administration took statewide action to help protect communities – and with today’s declaration, we’re making more state resources available to local departments to support their public health response. » »We’ve been informed this patient has passed away from EEE; we extend our sympathies and our hearts go out to their family. »State Health Commissioner Dr. James McDonald has declared EEE an imminent threat to public health, which will make more resources available for prevention measures, such as spraying to reduce mosquitoes.NORTHEASTERN TOWNS ISSUE VOLUNTARY LOCKDOWN TO PREVENT SPREAD OF MOSQUITO-BORNE DISEASEThe state has announced plans to expand access to insect repellent in parks and campgrounds, and is encouraging New York residents to take steps to protect against mosquito-borne illness.Eastern equine encephalitis is caused by a virus that is spread through the bite of an infected mosquito, according to the Centers for Disease Control and Prevention (CDC), which describes EEE as a « rare but serious disease. »Only a few cases are reported in the U.S. each year, most in the Eastern or Gulf Coast states, the agency states on its website.Humans and other animals that contract the virus are considered « dead-end hosts, » the CDC states, which means they can’t spread it to mosquitoes that bite them. »EEE is only spread to humans via a mosquito bite, and cannot be transmitted directly by other humans or horses, » Dr. Kurt Vandock, PhD, a public health expert and VP of strategic growth for Mosquito Squad in Maryland, told Fox News Digital.Common symptoms of EEE include fever, vomiting, diarrhea, headache, stiff neck, seizures, behavioral changes and drowsiness.These usually appear five to 10 days after being bitten. »Most people have no symptoms; others get only a mild, flu-like illness with fever, headache and sore throat, » Vandock said. « For people with an infection of the central nervous system, a sudden fever (103º to 106º), severe headache and stiff neck can be followed quickly by seizures and coma. »The disease can be deadly, resulting in fatalities for 30% of infected people. It can also lead to chronic neurological deficiencies, per the CDC.ANTHONY FAUCI’S WEST NILE VIRUS DIAGNOSIS: WHAT TO KNOW ABOUT THE MOSQUITO-BORNE DISEASE »The best way to confirm any illness is with an approved and accurate test administered by a medical professional, » said Vandock. »Eastern equine encephalitis is a serious disease with symptoms occurring fast, » he warned. »If you live in an area with noted EEE activity and have flu-like symptoms after being bitten by a mosquito, you should seek medical care immediately. »In addition to New York, other states that have reported human EEE cases include Massachusetts, Vermont, New Jersey, Rhode Island, Wisconsin and New Hampshire. »Anytime life is put at risk by vector-borne disease, we are concerned, » Vandock said. »As viral loads increase and transmission rates follow this trend, it is a sign that interventions are necessary to help reduce the risk of transmission, » he went on. « One case of any vector-borne disease is one too many. »As far as why cases have been more prevalent in northeastern states, Vandock said there’s no simple answer. »Conducive weather patterns, high population density, the heavy presence of the primary vector and seasonality — coinciding with increased outdoor activity — can create the perfect storm for rapid transmission, » he said. The black-tailed mosquito (Culiseta melanura), the primary vector of EEE, can be found in large numbers in the Northeastern United States, according to Vandock. « It is known to feed mainly on birds, but does not typically feed on humans, » he said. « As a result, the transmission of EEE to humans and horses is generally thought to occur via ‘bridge vectors,’ which contract the virus from infected birds and can then pass the virus on to other hosts. »The mosquitoes that act as « bridge vectors » can be found in the Northeast areas where transmission is occurring, the expert noted. The risk of contracting the EEE virus is highest during the summer months — especially toward the end of summer, when people go back outdoors as temperatures cool, Vandock said. « Anyone who lives or works close to wetlands and swamps is also at an increased risk, » he said. The Midwest saw a similar outbreak of EEE in 2019 in Michigan, Vandock noted, as many schools canceled after-school activities after numerous fatalities from the disease. CLICK HERE TO SIGN UP FOR OUR HEALTH NEWSLETTER »Current trends suggest that with increasing globalization, population densities, ranges of competent hosts and a favorable climate, the occurrence of EEE and other vector-borne diseases will increase, » he added.Dr. Marc Siegel, senior medical analyst for Fox News and clinical professor of medicine at NYU Langone Medical Center, said he is not concerned by the increase in cases. »It is still a very slight uptick, and it is confined to mosquito transmission, » he told Fox News Digital, adding that he only anticipates « sparse cases » in other parts of the country.There is currently no vaccine for Eastern equine encephalitis, and supportive care is the only means of treating symptoms. Educating the public about the risk, encouraging mosquito repellent use, and spraying to control the mosquito population are the best ways to prevent infection, according to experts.For more Health articles, visit www.foxnews.com/healthThe state of New York issued the following recommendations for prevention.

Cole Hauser is giving credit where credit is due. In a new interview with GQ, the « Yellowstone » actor opened up about how actors Matt Damon and Matthew McConaughey have not only impacted his career, but his overall wellness. « I’ve just noticed with [Damon and McConaughey], throughout their whole lives, they’ve always done something to take care of themselves, » Hauser, who has worked with both actors on various projects throughout the years, said. « Even if they’re having a good time and having a few drinks, they’re running it out the next day. » »Matthew [McConaughey], he eats great – I don’t think he even drinks caffeine, » he added. « And Matty [Damon], he’s always stayed in great shape. Volodymyr Zelenskyy’s trip to the U.S. this week may complicate his relationship with the U.S., particularly if Republicans take power in the November election.He flew on an Air Force C-17 plane to visit an arms producer in Scranton, Pennsylvania – a swing state – signed bombs with the state’s Democratic Gov. Josh Shapiro and called former President Trump’s running mate, Sen. JD Vance, « too radical. » The Ukrainian president said he didn’t think Trump knew how to bring an end to the war and told the United Nations General Assembly the war with Russia « can’t be calmed by talks » and Russian President Vladimir Putin can « only be forced into peace. » That didn’t sit well with people in Trump’s orbit. « As someone who has been personally supportive of President Zelenskyy, I was deeply disappointed that he allowed himself to be used that way, » Trump’s former deputy national security adviser Victoria Coates told Fox News Digital. « It was pretty much political theater. » During a rally on Tuesday, the former president said Zelenskyy wanted Vice President Kamala Harris to win the election « so badly » and described him as « the greatest salesman in history. »ZELENSKYY QUESTIONS CHINA’S ‘TRUE INTEREST’ BEHIND PLAN TO END UKRAINE WAR The stunts have left conservative Ukraine supporters concerned about the warring nation’s ability to come back to the U.S. next year and ask for more resources if Republicans are in power. « I don’t know what he could do [to repair the relationship], » Coates said. « It was a very strange performance, very counterproductive for him being able to come back in a year and argue for more funding. » »He is too radical, » Zelenskyy this week told the New Yorker of Vance, who’s an outspoken opponent of aid to Ukraine. « [Vance’s] message seems to be that Ukraine must make a sacrifice. This brings us back to the question of the cost and who shoulders it. The idea that the world should end this war at Ukraine’s expense is unacceptable. »Zelenskyy went on: « My feeling is that Trump doesn’t really know how to stop the war, even if he might think he knows how. » »It was a very poor move on [Zelenskyy’s] part, » said Sen. Markwayne Mullin, R-Okla., a close Trump ally and key negotiator in moving the last $60 billion supplemental aid package for Ukraine over the finish line earlier this year. His suggestion for Zelenskyy: « Stay out of politics. And maybe come and talk to us about what just happened, because that was a bad move. » Sen. Richard Blumenthal, D-Conn., a staunch Ukraine supporter, didn’t think it was a bad move at all. « Zelenskyy was rightly reacting to some of what Sen. Vance has been saying about his position on these issues, » the Connecticut Democrat said. Vance this month pitched a peace plan that would see Ukraine give up much of the land Russia has captured since 2022 in exchange for a demilitarization zone along the front lines, fortifying Ukraine to deter another invasion and a guarantee that Kyiv would not be brought into NATO. Sen. Eric Schmitt, R-Mo., a Trump surrogate, said Zelenskyy deserves any blowback he gets. »Wherever you fall on the spectrum, the idea that a foreign leader is on US soil, being flown around on a C-17 at a campaign stop for Kamala Harris, criticizing President Trump, in any event, is unreal, and so I hope there’s backlash. They’re completely out of bounds, and he ought to be called out for it. »Schmitt suggested the comments did not completely end any chances of further aid in the future, however. « I think we should take a clear-eyed view of things like what’s the plan, has Europe stepped up, all of that, » he told Fox News Digital. « But this doesn’t help. »In his comments to the New Yorker, Zelenskyy suggested that Trump seemed more receptive to his cause than his running mate.  « These are dangerous signals, coming as they do from a potential vice president. I should say that it hasn’t been like this with Trump, » he said. »He and I talked on the phone, and his message was as positive as it could be, from my point of view. ‘I understand,’ ‘I will lend support,’ and so on. » »I don’t take Vance’s words seriously, » he added. « Trump makes political statements in his election campaign. He says he wants the war to stop. Well, we do too, » Zelenskyy added. Ukraine is expected to receive the last $6 billion in aid from the supplemental over the coming months as the war with Russia presses on toward three years in February. Zelenskyy will meet with President Biden on Thursday and propose a new plan for victory. He’s expected to make another plea for the U.S. to allow him to use long-range missiles to strike deep inside Russia. Last week Trump said he would « probably » meet with Zelenskyy during his U.S. swing, but no such meeting has been scheduled. And at United Nations this week, Zelenskyy suggested that a negotiated peace deal was off the table. »We know some in the world want to talk to Putin, » Zelenskyy said to the General Assembly, « to possibly hear from him that he’s upset because we are exercising our right to defend our people. »Donning his signature green fatigues, he called such views « insanity. » « Russia can only be forced into peace, and that is exactly what’s needed – forcing Russia into peace, » he said. »Russia is committing an international crime. This war can’t simply fade away, this war can’t be calmed by talks. Actions are needed. »

Tim Walz wouldn’t call for TikTok ban on government devices even though over 75% of other states did

China hawks are calling out Vice President Kamala Harris’ running mate, Minnesota Gov. Tim Walz, for failing to impose a TikTok ban on government-issued devices in his state, particularly considering more than 75% of other states did so amid national security concerns. When asked in 2022 whether Walz planned to ban the Chinese-owned social media app on Minnesota-issued devices, the Democrat governor said his team was looking at the issue « holistically » and that he was deferring to tech experts in his administration for « recommendations. » Walz also drew an equivalency between TikTok and X, formerly Twitter, arguing the Elon Musk-owned platform « can be somewhat dangerous. » »That equivalence goes to, I think, a broader confusion on the left that privacy is a protection from ourselves, from these big businesses. Tony Evers, a Democrat, after signing an executive order banning TikTok on government devices.Evers also pointed out how he, similar to Walz, consulted with cybersecurity and law enforcement experts. »I trust the professionals who work in this field, and it was important for me to consult with and get advice from experts in law enforcement, cybersecurity and counterintelligence, including the information technology experts working within DOA-DET, to make the best decision to protect state technologies, and ultimately, the people of Wisconsin. »England told Fox News Digital on Wednesday that he thinks Walz’s actions are a « throwback » to an earlier era of U.S.-China relations when the prevailing attitude was not to view China as an adversary. »Walz is still in this ’90s mindset that we’re going to fix China by engaging with them, which effectively means looking the other way when they’re stealing intellectual property, or engaging in what looks like espionage, or what obviously is espionage, » England said. « I think Walz is really a throwback to an earlier era of China relations that most people have determined was a failure. »JAMES COMER: WALZ ‘HAS REALLY EMBRACED CHINA’S VIEW OF THE WORLD’Earlier this month, TikTok argued in federal court that Biden’s proposed nationwide ban on TikTok if ByteDance does not divest itself is unconstitutional. « The law before this court is unprecedented and its effect would be staggering, » attorneys for TikTok said in court earlier this month, according to the Associated Press. Additionally, several pro-TikTok activists also rallied outside the courthouse in support of the social media platform. One content creator, Paul Tran, told The Associated Press that being able to make TikTok videos gave his company the lift it needed to stay competitive. « TikTok truly invigorated our company and saved it from collapse, » Tran told reporters.Fox News Digital reached out to both Walz’s office and the Harris campaign for comment but did not hear back prior to publication time.

Vice President Harris’ campaign has not given details on what type of gun she owns or when was the last time she went to a gun range, 15 days after the Democratic presidential nominee touted her gun ownership on the debate stage against former President Trump. Fox News Digital sent emails and made calls to the Harris campaign on Tuesday and Wednesday asking what type of gun Harris owns, in what state the vice president registered, and when was the last time she went to a gun range, but did not receive answers to those questions from campaign staffers. It has been more than two weeks since Harris first shocked social media users by claiming she owns a gun during the ABC News Presidential Debate in Philadelphia on Sept. 10. HARRIS SURPRISES SOCIAL MEDIA BY SAYING SHE’S A GUN OWNEROn Sept. 11, Fox News Digital first posed questions to the Harris campaign seeking more details on her gun ownership, but their response only referred to previous CNN reporting from five years ago. In 2019, a Harris campaign aide reportedly told CNN that Harris owned a handgun that was purchased « years ago, » which she keeps locked away as a responsible gun owner. On the Philadelphia debate stage, Trump attempted to highlight how Harris has distanced herself from previously held far-left stances since President Biden backed out of the race in July and she became the Democratic nominee. Specifically, Trump referred to Harris’ stance on fracking and defunding the police, as well as gun control.
